The updated version of SB 403 now specifically prohibits political committees or parties from accepting online contributions made with credit cards unless the contributor submits the card's verification code and a U.S. billing address. Previously, the bill applied to third-party groups soliciting funds as well. This change emphasizes direct accountability for political entities regarding the source of their funding, helping ensure that contributions are traceable and secure, which is important for transparency in campaign finance.
