(2)→ (2) Before filing a lawsuit brought pursuant to paragraph (1), a person who believes that the state agency has not made good faith, reasonable efforts to implement this section shall request that the state agency provide in writing the specific basis for the state agency’s determination that it could not avoid scheduling a meeting, conference, or other function that may conflict with the ritual observance of a religious, cultural, or ancestral holiday.
