This bill amends the Pennsylvania Human Relations Act to modify the appointment process and responsibilities of the executive director of the Pennsylvania Human Relations Commission.

  • Section 6

    (h) The administrative office of the Commission shall be headed by an executive director who must be appointed by a majority vote of the members of the Commission, with the advice and consent of two-thirds of the members elected to the Senate. In the performance of the functions as executive director and the administration of the office, the executive director shall be directly responsible to the Commission. The functions of the executive director may not be delegated to any person not directly responsible, both with respect to program operation and administration, to the executive director. The executive director may not participate in the adjudication of any case before the Commission.

This adds a new requirement for the appointment and oversight of the executive director of the Commission.

  • The individual serving as executive director of the Pennsylvania Human Relations Commission on the effective date of this section must receive advice and consent of two-thirds of the members elected to the Senate no later than six months after the effective date of this section. If the individual does not receive the advice and consent within that period, the individual may not continue to serve as executive director unless the advice and consent is obtained.

This establishes a timeline for the current executive director to receive Senate approval, affecting their ability to continue in the role.
