Plain-language change summary

The bill has been amended to declare an emergency that imposes a temporary halt on new applications for certificates of assurance related to rent stabilization laws. This moratorium is important because it addresses concerns that the existing program could create significant financial burdens on future housing reforms. The amendments also note that the program has faced implementation challenges, preventing it from functioning as intended. Overall, these changes aim to protect future adjustments to housing regulations while addressing ongoing issues with the current system.
