The amended version of the bill clarifies the process for granting tax abatements for housing in downtown D.C. Specifically, it introduces a competitive awarding process for these abatements, ensures proper recording of specified exemptions, extends the deadline for completing necessary documents, and eliminates an outdated calculation. These changes are significant because they aim to make the tax abatement program more effective and attractive for developers, ultimately encouraging more housing development in downtown D.C.
