Plain-language change summary

The recent amendment to Bill B 25-0090 clarifies the definition of "public utility" and reinforces that public utilities are still allowed to contact customers about service disconnection. Specifically, it establishes that these utilities will be treated under the same regulations as they were previously, ensuring they can effectively communicate with consumers. This is important because it helps maintain a balance between protecting consumer rights and ensuring essential services continue to operate smoothly.
