The updated bill clarifies that the resolution is an emergency declaration related to hotel and motel cleaning and maintenance regulations. This change emphasizes the urgent need for these rules in light of health concerns after the pandemic, particularly the risk of COVID-19 transmission due to inadequate cleaning practices.
