Plain-language change summary

The amendment to Bill B 25-0089 clarifies the definition of "public utility" and reaffirms that the rules around debt collection apply to these utilities starting May 2, 2023. This is important because it ensures that public utilities can continue necessary communication about service disconnections while still being held accountable for fair debt collection practices. By making these changes, the bill aims to protect consumers from aggressive collection tactics while allowing utilities to manage their customer service responsibilities effectively.
