Plain-language change summary

The amendments to the bill clarify that an emergency declaration is necessary to protect homeowners facing foreclosure while their applications for assistance are still under review. Additionally, it ensures that these homeowners continue to receive important notices about the Homeowner Assistance Fund program before any foreclosure actions can take place. This change is important because it aims to prevent homeowners from losing their properties due to delays in funding approval, providing them with ongoing support during a challenging time.
