Plain-language change summary

The recent amendment to the Green Building Act of 2006 clarifies how net zero energy requirements apply to certain housing projects. Specifically, it states that these requirements will not apply to residential projects already in the pipeline for funding or land use to create affordable housing, as long as the District commits to this support by December 31, 2023. This change is important because it helps ensure that ongoing projects can continue without the pressure to meet new energy standards immediately, which could potentially slow down the development of affordable housing in the district.
