The updated bill extends a moratorium on applications for certificates of assurance related to rent stabilization in D.C., beginning earlier than initially stated. Specifically, it now starts from November 2, 2020, rather than November 4, 2020. This change is important because it aligns the moratorium's start date with previous actions and potentially increases protections for renters by ensuring that landlords cannot make certain requests during this time.
