Plain-language change summary

The bill has been amended to eliminate the requirement that applicants for the Metropolitan Police Department’s cadet program must graduate from District high schools. This change broadens eligibility to include young people who may have grown up in the District but graduated from schools outside the area. This matters because it allows a more diverse group of candidates to apply, potentially increasing recruitment from individuals who have strong ties to the community but might have attended high school elsewhere. It aims to cultivate a pool of recruits who are already connected to the District, which can enhance community relations in law enforcement.

2 (a) The Metropolitan Police Department’s (“MPD”) Police Officer Cadet Program helps young and emerging adults develop the leadership and analytical skills required to serve as police officers, while paying for the costs of earning the college credit hours required to join MPD while at the University of the District of Columbia Community College.
(b) The Police Officer Cadet Program provides MPD with a pool of young people connected to the District of Columbia from which MPD can recruit future police officers.
(c) Many young people otherwise qualified for participation in the Police Officer Cadet Program may not have graduated from a District high school, but are otherwise uniquely connected to the District.
There are young and emerging adults, for example, who have spent most of their lives in the District but may have recently moved to and graduated in another state, or who may have attended school in a neighboring jurisdiction but have a parent or grandparent living in the District with whom they spend time regularly.
(d) While District of Columbia high school graduates will still be given preference when applying for the Police Officer Cadet Program, MPD recognizes that students who did not graduate from a District high school but have substantial ties to the District, such as currently or formerly residing, attending school, or working in the District for a significant period of time, can also benefit from the program and contribute to the District.
(e) The Police Officer Cadet Program continues to help promote jobs and educational opportunities for historically underserved populations.
ENROLLED ORIGINAL (f) By expanding access to the Police Officer Cadet Program, this legislation would allow those individuals who might otherwise look for opportunities in neighboring jurisdictions to instead return to the District, joining other officers who are invested in and come from the community they serve.
(g) There exists an immediate need to expand the eligibility requirements for the Police Officer Cadet Program to allow more young and emerging adult District residents to pursue careers in public safety while earning college degrees.
Sec.
3.
The Council of the District of Columbia determines that the circumstances enumerated in section 2 constitute emergency circumstances making it necessary that the Law Enforcement Career Opportunities for District Residents Expansion Emergency Amendment Act of 2022 be adopted after a single reading.
