(a) There exists an immediate need to approve Modification Nos.
16 and 17 to Contract No.
DCRL-2020-C-0102 with East River Family Strengthening Collaborative to provide community-based child welfare service delivery systems and to authorize payment for the goods and services received and to be received under the contract.
(b) By Modification No.
16, the Child and Family Services Agency exercised a partial option of option year 2 for $994,134.12 for the period October 1, 2022, through February 08, 2023.
(c) Modification No.
17 is now necessary to exercise the remainder of option year 2 from February 09, 2023, through September 30, 2023, for a total not-to-exceed amount of $2,816,991.20.
(d) Council approval is necessary because this will increase the value of the contract by more than $1 million during a 12-month period.
(e) Council approval is necessary to allow the continuation of these vital services.
Without this approval, East River Family Strengthening Collaborative cannot be paid for goods and services provided in excess of $1 million for the period October 1, 2022, through September 30, 2023.

The Council of the District of Columbia determines that the circumstances enumerated in section 2 constitute emergency circumstances making it necessary that the Modification Nos.
16 and 17 to Contract No.
DCRL-2020-C-0102 with East River Family ENROLLED ORIGINAL Strengthening Collaborative Approval and Payment Authorization Emergency Act of 2022 be adopted after a single reading.

This resolution shall take effectimmediately.
