Plain-language change summary

The amendment to House File 35 adds a new definition for "bicycle," specifying that it can have any number of wheels, rather than the traditional two. Additionally, it clarifies what is considered "land" for recreational purposes, broadening the scope to include various types of private and municipal properties. These changes are significant because they allow for greater flexibility in bicycle design and expand where recreational activities, including biking, can legally occur, potentially increasing opportunities for outdoor activities across Iowa.
