This bill establishes a new appropriation for emergency food assistance in Iowa.

  • Section 217.41D

Emergency food assistance —— appropriation. For the fiscal year beginning July 1, 2023, and for each fiscal year thereafter through the fiscal year beginning July 1, 2027, there is appropriated from the general fund of the state to the department of health and human services one million dollars for the support of an Iowa food bank association selected by the department of health and human services for the purchase of food on behalf of an Iowa emergency feeding organization or for the distribution of moneys to the Iowa emergency feeding organizations for the purchase of food.

This creates a new funding mechanism for emergency food assistance in Iowa.

  • Section 217.41D

The moneys appropriated in this section shall be allocated only to the extent that such moneys are matched on a dollar-for-dollar basis.

The appropriation is contingent upon matching funds being provided.

  • Section 217.41D

Notwithstanding section 8.33, moneys appropriated in this section that remain unencumbered or unobligated at the close of the fiscal year shall not revert but shall remain available for expenditure for the purposes designated until the close of the fiscal year beginning July 1, 2027.

Unused appropriated funds can be carried over for designated purposes instead of reverting.

  • Section 217.41D

This section is repealed July 1, 2028.

The funding provision has a defined expiration date.
