Plain-language change summary

The changes made in House File 759 primarily involve adjustments to the appropriations for the Department of Administrative Services for the fiscal year 2019-2020. Specifically, funding has been allocated for salaries and utility costs, with a significant amount designated for salaries while allowing any excess utility funds to remain available for future use instead of reverting back to the state fund. This matters because it provides more financial flexibility for the department to manage unexpected costs without losing funding at the end of the fiscal year.
