Plain-language change summary

The amendment to S. 3880 updates the Federal Assets Sale and Transfer Act of 2016 by adding a new purpose that focuses on using innovative methods for the sale, redevelopment, consolidation, or lease of Federal buildings and facilities. This includes allowing no-cost, nonappropriated contracts for expert real estate services aimed at maximizing value for taxpayers. The text also removes several sections relating to various administrative aspects of the act, streamlining the bill's provisions. These changes could affect how federal assets are handled and may make the process more efficient.
