and providing for consideration of the conference report to accompany the bill (S.
1790) to authorize appropriations for fiscal year 2020 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes.
In lieu of the amendments in the nature of a substitute recommended by the Committees on Education and Labor, Energy and Commerce, and Ways and Means now printed in the bill, an amendment in the nature of a substitute consisting of the text of Rules Committee Print 116-41,116- 41, modified by the amendment printed in part A of the report of the Committee on Rules accompanying this resolution, shall be considered as adopted in the House and in the Committee of the Whole.
The requirement of clause 6(a) of rule XIII for a two-two-thirds thirds vote to consider a report from the Committee on Rules on the same day it is presented to the House is waived with respect to any resolution reported through the legislative day of December 20, 2019.
