Plain-language change summary

The amendment changed the resolution's focus from urging the Secretary of the Interior to recognizing the historical significance of Roberto Clemente's place of death to explicitly requesting the recognition of his crash site and adjacent land. This matters because it shifts the resolution from a suggestive tone to a definitive request regarding specific locations to be added to the National Register of Historic Places.
