Plain-language change summary

The amendment adds a provision that restricts the President from using waiver authority related to assistance for the independent states of the former Soviet Union for fiscal years 2024 or 2025. Previously, the text included guidelines for waiving conditions on that assistance, but these guidelines have been removed. This change means that the President will not be able to bypass the established conditions for financial assistance to these states during the specified fiscal years.
