The bill now specifies that the assessment of contracts for covered services by the Department of Homeland Security (DHS) must include criteria used to determine the necessity of contractor personnel and an analysis of their purpose, quantity, and location. This means that there will be a more detailed evaluation of how contractor personnel support DHS's mission along the U.S.-Mexico border, providing clearer insights into the use of such contracts.
