The amendments to HR 2195 include changes to the language regarding the circumstances under which material may be disclosed to the Special Counsel. The revised text states that information may not be disclosed if it is subject to a court order or has been filed under seal, which clarifies the conditions for access. This matters because it defines the limits within which the Special Counsel can seek and obtain information relevant to their investigations.
