Plain-language change summary

The amendment to the bill S. 490 includes an addition specifying that if the time period required for the commencement of construction of the hydroelectric project involving the Gibson Dam has expired before the enactment of the Act, the licensee may still be eligible for a reinstatement of the expired license. This change clarifies that a license can be reinstated even if the original time frame has lapsed, potentially allowing the project to move forward under new terms.
