The amendment modifies section 3(f) by specifying that both eligible candidates and the President-elect must report the names of individuals who apply for or are granted a security clearance. The previous version only required the President-elect to submit this report. This change means that eligible candidates will also have the responsibility to report, expanding the scope of accountability regarding security clearance applications.
