Plain-language change summary

The amendment modifies the bill by removing certain specific references and clarifying responsibilities regarding the Shadow Wolves, a tactical patrol unit. It eliminates the provision that restricts the reporting requirement to a specific timeframe and focuses on the Secretary of Homeland Security's obligation to submit a strategy regarding their operations. This change affects how the oversight and planning for this unit will be communicated to relevant congressional committees.
