Plain-language change summary

The amendment removes the specific timeframe for when the $5,000 assessment applies to non-indigent individuals or entities convicted of certain offenses. Instead of being limited to a period ending on September 30, 2025, the assessment is now ongoing. This change means that the assessment will continue to be applied without a specified end date, potentially affecting the duration of financial obligations for those convicted of relevant offenses.
