Plain-language change summary

The changes to the bill include the removal of the short title and the entire section outlining a pilot program for non-asset-based third-party logistics providers in the Customs-Trade Partnership Against Terrorism. These removals simplify the text and eliminate specific provisions related to the pilot program. As a result, the bill focuses on different aspects of customs and trade without the previous emphasis on this particular pilot program.
