The bill prohibits legislative liaisons or employees of executive branch officers from lobbying on the floor of the Illinois House and Senate while in session.

  • 25 ILCS 10/15

Notwithstanding any other law to the contrary, on and after the effective date of this amendatory Act of the 98th General Assembly, a person employed as a legislative liaison for, or otherwise employed by, an executive branch officer, or any agency, board, or commission under the control of an executive branch officer, may not lobby on the floor of the House of Representatives while the House of Representatives is in session or the floor of the Senate while the Senate is in session. For the purposes of this Section, 'lobby' means any communication with a member of the House of Representatives or Senate, or any employee of the House of Representatives or of the Senate, for the ultimate purpose of influencing any executive, legislative, or administrative action.

This addition establishes a clear restriction on lobbying activities for specific executive branch employees while the legislature is in session.
