The bill HB 374 has introduced a new section to the State Finance Act, creating the Human Services Provider Payment Fund, which is important for managing funds related to human services. Additionally, the total authorization amount for issuing state bonds has been decreased from approximately $49.6 billion to about $45.5 billion, which reflects a significant reduction in potential state borrowing.
