Plain-language change summary

The amendment adds a reference to the designation of funding as an emergency requirement under the Balanced Budget and Emergency Deficit Control Act of 1985. Additionally, it clarifies that $25,000,000 is specifically for refugee and entrant assistance activities for Afghan individuals who have been granted special immigrant status. These changes provide a formal context for the appropriations, which may impact how the funds can be utilized.
