Plain-language change summary

The amendment makes changes to the section on the conveyance of federal land to a university by removing conditions regarding how the land must be maintained and used. Specifically, it eliminates requirements that the land be maintained by the university and used for the purposes of land-grant colleges under specific federal acts. This shift means that the university may have greater flexibility in how it utilizes the conveyed land, without being bound by those previous conditions.
