Plain-language change summary

The amendment changed the applicability of a section regarding contracts from "any contract entered into on or after the date of the enactment of this section" to "any contract entered into during the three-year period beginning on the date of the enactment of this Act." This means that the rules will only apply to contracts made within a specified three-year timeframe following the enactment, rather than to all contracts initiated after the enactment date.
