Plain-language change summary

The amendment to HR 1584 replaces the establishment of Plum Island as a national monument with a special resource study to evaluate its national significance and the possibility of designating it as a unit administered by the Department of the Interior. This change means that instead of directly creating a protected area, the focus will now be on assessing the area's potential and determining appropriate management options. The process may lead to different outcomes regarding the future status and preservation of Plum Island.
