Plain-language change summary

The recent changes to Bill HB 36 clarify the eligibility criteria for individuals wanting to carry handguns, particularly focusing on retired correctional officers. The amendments specify that these individuals must not only be retired in good standing but also ensure they have not faced any disciplinary actions that would affect their ability to carry a handgun. This distinction matters because it reinforces the idea that only those who have a clean record and meet certain training standards should be permitted to carry firearms, enhancing public safety while still allowing qualified retired officers to exercise their rights.
