Plain-language change summary

The updated version of House Bill 18 added language to clarify that only legal residents of North Carolina can participate in a conservation lottery. It also specifies that the Commission will now report on the success of the auction and raffle programs by March 1, 2025, including suggestions for improvements. These changes are important because they ensure that local residents benefit directly from conservation efforts while providing accountability through the required report on the programs’ effectiveness.
