Plain-language change summary

The main changes to House Bill 149 include a clearer definition of how health insurance plans should treat telehealth services compared to in-person visits, ensuring that out-of-pocket costs like deductibles and copays are the same regardless of the delivery method. Additionally, the bill specifies that health plans cannot impose limits on where telehealth services can be accessed, and it maintains restrictions on the use of telehealth for abortion services, except in emergencies. These adjustments aim to improve access to healthcare through telehealth while ensuring that patients are not financially penalized for choosing this option.
