Plain-language change summary

The updated version of House Bill 1024 clarifies that investigators will handle crashes that involve only property damage and ensures that their reports are considered equivalent to those from law enforcement officers for specific legal purposes. Additionally, it maintains that officers will still handle incidents involving personal injury or fatalities. This change matters because it allows for a more efficient use of resources, enabling law enforcement to focus on more severe incidents while still ensuring that property damage cases are documented properly. The bill also requires the City of Durham to report on the training and use of these investigators by the end of 2023, promoting oversight and accountability in the use of civilian personnel for traffic investigations.
