The recent amendments to Senate Bill 653 clarified the eligibility requirements for scholarships at the University of North Carolina, specifically how federal methodologies for assessing financial need will be applied. These changes also ensure that funds allocated for need-based financial aid are exclusively used for state residents. This is important because it aims to directly support local students who may require financial assistance to attend college, thereby potentially increasing access to higher education for North Carolinians.
