Plain-language change summary

The changes to Senate Bill 379 include a rephrasing of how applications for an unregisterable certificate of title can be submitted. The new language streamlines the process, making it clearer that individuals can apply using a specific form provided by the Division or its contractor. This matters because it could make the process more accessible for those needing to register their vehicles, ensuring that people can more easily obtain necessary documentation.
