Plain-language change summary

The changes to House Bill 644 clarify the criteria for students to enroll in remote academies. Notably, the bill now includes an explicit provision that the local school board cannot charge students rental fees for hardware or software, ensuring that these resources are accessible. Additionally, it specifies that parents or guardians may only be charged for damages, making it clear that students should not face additional financial burdens for participating in remote education. These changes are important because they aim to support equitable access to education, especially for students in difficult situations like suspensions or those needing special education services.
