Plain-language change summary

The updated version of House Bill 781 includes a new section that clearly defines what a "social district" is, specifically where people can consume alcoholic beverages sold by certain permit holders. It also allows counties and cities to establish these districts by adopting local ordinances. This matters because it creates designated outdoor areas where people can enjoy drinks responsibly, hopefully enhancing social experiences in public spaces while ensuring there's clarity on the rules and regulations.
