150B-21.3 for the effective date of rules or any other provision of law pertaining to procedures for the adoption of rules, 15A NCAC 02Q .0203 (Permit and Application Fees), as adopted by the Environmental Management Commission on January14, 2021, and approved by the Rules Review Commission on February 18, 2021, shall take effect when this act becomes law.
