The amendment modifies Section 2 of the bill by striking the short title and certain text while keeping substantial portions of the original content intact. It maintains the Secretary's authority to engage in activities related to irrigation water users associated with the Klamath Project, focusing on programs endorsed by local entities. The practical effect is that the language has been streamlined, but the core functions and objectives related to water management and support for local programs remain unchanged.
