Plain-language change summary

The recent changes to Bill HB 1066 reinforce that no local government, such as counties or municipalities, can regulate the ownership and use of firearms and ammunition, aligning it further with state law. Additionally, the bill now explicitly states that local governments cannot sue firearm manufacturers or dealers for issues relating to the lawful design, manufacture, or sale of firearms, but they can still pursue legal action for contract breaches concerning purchased firearms. These changes clarify the extent of local governments' powers regarding firearm regulations and could lead to fewer local restrictions on gun ownership.
