Plain-language change summary

The latest version of Bill SB 950 specifies that before the department presents a proposed measure to the General Assembly, it must ensure a public comment period of at least 180 days and conduct at least four public hearings. These hearings will be held in various locations across the state, focusing on areas directly impacted by carbon dioxide emissions. Additionally, the updated text clarifies that these hearings must follow the state's open meetings laws. This change is significant because it promotes transparency and community involvement in the decision-making process, ensuring that the voices of those affected are heard.
