* * * <-- (A) UNIFICATION.--A CITY MAY:
* * * (b) Delegates.--A city that is a member of the league may do the following:

AND (3) HOLD ANNUAL CONVENTIONS, EDUCATIONAL TRAINING AND MEETINGS FOR THE STUDY AND CONSIDERATION OF MUNICIPAL AFFAIRS OF CONCERN [THAT PERTAIN] TO THE CITIES AND MUNICIPALITIES COMPRISING THE LEAGUE.
(b) Delegates.--A city that is a member of the league may do the following:
