The bill SB 481 has made a notable change by removing the term "educational" from the description of the program participants must complete to obtain a license. By simply stating "program" instead of "educational program," the language becomes more flexible and could potentially allow for a wider range of programs to be considered acceptable. This change matters because it broadens the scope of eligibility for participants, potentially increasing access to the licensing process.
