Plain-language change summary

The latest version of HB 2536 includes provisions allowing local governments to borrow money through tax anticipation notes under certain circumstances, specifically when there are delays in tax collection due to disasters or economic issues. This change is important because it offers local governments more flexibility in managing their finances during emergencies, ensuring they can continue to provide essential services even if expected revenues are delayed. The maturity date for these notes must fall within a specific timeframe, helping to maintain fiscal responsibility.
