Plain-language change summary

The bill's title has been updated from "Contractor/Designer Fair Contracting" to "Fair Contracts," which broadens its focus. Additionally, the scope of protection has been adjusted to specifically guard the interests of designers, especially small and minority-owned businesses, rather than including all contractors and designers. This change emphasizes a more targeted approach to combat unfair contracting practices that disproportionately affect these smaller entities, which is crucial for promoting equity within the industry.
