– In the absence of the President, the President Pro Tempore or a Senator designated by the President Pro Tempore shall *S1-v-1* General Assembly Of North Carolina Session 2019 convene or reconvene the Senate and preside, and during such time shall be vested with all powers of the President of the Senate except that of casting a vote in case of a tie when the President Pro Tempore or the designated Presiding Officer has already voted on the question as a Senator.
